How much memory do I allocate for ubuntu 20.04?

I have 440 gb of free space on my drive. I have a 32 gb pendrive, so I thought of using it as a persistent usb (live usb) but someone told me that’s a good way to kill the usb. I mainly want to code (python) and for machine learning, and play valorant and roblox (if it’s possible on Ubuntu). I have an i3 HP laptop with 12gb ram. Since I don’t have a good GPU I’ll mostly run my machine learning code on the cloud.

Also, in case I want to ditch ubuntu, can I free those allocated memory and merge it with my drive without any issues?

P.S: If I download ubuntu 20.04 now, how do I download and replace it with 21.04 in the future?
