Internet tether from Android allows surfing but no command line connections out.

Yeah so as the title says, when I usb tether with my Samsung, I run a softmod that hides carrier tether usage since I have prepaid totally unlimited data and no other means of internet at my house until my utility co-op finishes their fiber roll out.

I freshly installed Ubuntu on my desktop to the latest, 20.04. The first 2 days I was able to surf, and use any apps as well as do any command line operations such as installing new software, updates, etc. Now, I can neither use APPs or CLI connections. The app I use on Android is called HTTP Injector and basically creates a proxy to tunnel the tethered traffic thru the phone. I have this configured correctly as I said before I can surf, but now, it’s as if something is blocking some protocols or ports out.

Does anyone have a hot take on this? My IT background is enterprise hardware and I’m fluent in most linux CLI, Windows of course, but am I missing something here? WiFi tethering won’t work at all even though I’m allotted 10 Gigs of tethering data per month and I know for a fact I haven’t used that. If anyone has any idea’s please let me know and I would appreciate the help very much.
